Attacking small blockers allows for a more open court to attack and allows margin of error for a poor set. Small blockers also allow for attackers to hit over the block, rather than just around the block or tooling. A common scenario where there's a shorter blocker is if your opposition is running a 5-1 with a small setter; take advantage of this situation and send your outside attacker sets inside the pin in order to open up the line attack.
